ACCOUNTABILITY AS AN ESSENCIAL MECHANISM FOR QUALITY ASSURANCE OF HIGHER EDUCATION INSTITUTIONS

Abstract

The role and importance of accountability in the process of quality assurance in higher education are discussed, the multifaceted interpretations of the term accountability, the types of accountability, as well as the directions for ensuring accountability in the university system, are presented in this article. The article also refers to the historical development of the accountability process, the maintenance of accountability at the micro and macro levels, as well as the main principles of the implementation of the accountability policy and the requirements presented to the leadership of the university in the accountability process. The most common accountability mechanisms used in the higher education system are also presented in the article. As a result of the study of international experience and professional literature, the term “accountability” is newly defined in the article, according to which accountability is a two-way process and includes the higher education institution and the direct beneficiaries of the service it provides. Considering the results of the international experience and professional literature study, the accountability model of the higher education institution is reflected in the article, where the process of accountability to the beneficiaries of the higher education institution at the micro and macro levels is shown. The model presented in the article will make it possible to consider the observations of the internal and external stakeholders of the higher educational institution, align them with the strategic priorities of the institution, and increase the accountability of the university.
