WAYS TO IMPROVE THE NON-MATERIAL MOTIVATION OF CIVIL SERVANTS IN THE REPUBLIC OF ARMENIA

 Abstract

The question of the motivation of civil servants is at the center of attention not only in RA but also in a number of countries. The efficiency of the work of civil servants directly depends on the level of their motivation, and the more interested they are, the higher the quality of the services they provide to the public will be.

The system of effective motivation of civil servants is of key importance in attracting qualified personnel to the civil service system, increasing their work productivity.

We have studied the non-material incentives offered by a number of authors. Although in the existing literature, the system of non-material motivation is considered from different perspectives, analyses of this issue in the civil service system are almost scarce.

It is important to address the issues of non-material motivation of civil servants taking into account the features of the civil service system. In the article, the problems of the formation and application of non-material motivation of civil servants were discussed. Also, the types of non-material motivation and the factors that affect the efficiency of the work of civil servants have been presented.

In particular, the types of non-material benefits regulated by legislation, and the impact of personnel reserve and training on the efficiency of RA civil servants’ work were considered. Based on the analysis of international experience, a questionnaire was developed for evaluating the system of non-material motivation of civil servants. It was proposed to make changes in the system of non-material motivation of civil servants.
