THE FUNCTIONS OF THE LEGISLATIVE BODY OF THE REPUBLIC OF ARMENIA WITHIN A PARLIAMENTARY SYSTEM OF GOVERNMENT

Abstract

This article is dedicated to a comprehensive analysis of the functions of the legislative body of the Republic of Armenia in the parliamentary system of governance, considering their normative, institutional, and practical manifestations.

In modern democratic states, the role of the legislature is constantly being redefined, conditioned by political, legal and institutional developments. Within the framework of a parliamentary model, the legislature acts not only as a norm-creating entity, but also as a democratic representative body, forming the government and exercising control over the executive branch. In other words, within a parliamentary system of government, the legislative body does not merely engage in legislative activity; rather, it centralizes the primary mechanisms of political accountability, executive constitution, and scrutiny.

Particular attention is paid to the peculiarities of the relationship between powers in the parliamentary system, where there is not a strict separation between the legislative and executive branches, but a mechanism of mutual checks and balances.

Reference is also made to the experience of the Republic of Armenia, analyzing the transformation of the legislative body’s role under the conditions of a parliamentary system of government.

The article concludes that the effectiveness of the legislative body in a parliamentary system of government is determined not only by the scope of constitutional powers, but also by the practical application of political accountability mechanisms and ensuring institutional balance.
