Abstract
The interrelationship of strategic management and quality assurance processes in higher educational institutions and the multifaceted interpretations of the concept of strategic management are discussed in this article. The article also refers to the prerequisites, principles, main stages, and components of the strategic development plan of higher educational institutions adopted in international practice.
The article comprehensively presents the OKR approach of goals and main results in the process of developing a strategic development plan, as well as the prerequisites and advantages of applying the OKR approach. As a result of the research on the strategic development plans of 13 accredited RA higher education institutions, methodological problems in developing strategic plans were raised in the article, and recommendations were presented for their solution. In particular, the results of the analysis show that most of the strategic development plans of RA higher educational institutions are not derived from the state’s priorities, do not reflect the sectoral characteristics of universities, and include non-measurable key performance indicators. In addition, in the strategic development plans of most of the researched higher educational institutions, there is a gap between strategic management and quality assurance processes, education and science activities, and the principles and logic of developing strategic plans for higher educational institutions are not specified.
