Abstract
The scientific article is devoted to the study of the problems of interaction and effective cooperation between state power and local self-government aimed at fully ensuring the territorial integrity of the state. In particular, the existence of institutional stability between state authorities and local self-government bodies, as well as coordinated and effective cooperation between these bodies, have a positive impact on the implementation of powers aimed at ensuring the territorial integrity of the state.
Regarding the composition of the subjects of ensuring the territorial integrity of the state, it was concluded that mutual cooperation between public authorities, as well as the constitutional and legal mechanisms necessary to predict and neutralize threats to the unity and territorial integrity of the state, are aimed at meeting the common interests of the Republic of Armenia, including the prevention and resolution of disputes arising between them. public authorities.
These may include, in particular, the guarantee of an effective and proportional distribution of powers between state authorities and local governments on issues of ensuring the territorial integrity of the state, the independent and effective exercise of powers by public authorities under their own responsibility, the priority of taking into account the interests and opinions of border administrative-territorial units of the state border., and the perception of ensuring the territorial integrity and unity of the State within the framework of guaranteeing the separation and balance of powers as a necessary condition for the manifestation of state sovereignty.
