Abstract

The head of a pre-school educational institution operates in an environment where organizational effectiveness largely depends on personal engagement, professional values, communication culture, and the level of professional self-realization.

When a manager’s performance is driven exclusively by material incentives or administrative mechanisms, over time the work tends to be perceived merely as the fulfillment of assigned duties. In such cases, managers focus primarily on meeting minimum requirements, avoiding additional initiatives, innovations, or strategic development efforts.

As a result, creative and proactive behavior declines, despite its critical importance in the field of educational management. In the community of Vanadzor, no established system currently exists for evaluating the performance indicators of heads of pre-school educational institutions operating as Community Non-Commercial Organization (CNCOs), nor for introducing material and non-material motivational factors based on such evaluations.

The purpose of this article is to present a comprehensive methodology for evaluating management outcomes within the scopes of pre-school educational institution leadership. The proposed methodology incorporates assessments from both internal and external stakeholders and serves as a basis for selecting the best head of pre-school educational institutions at the CNCO level.

The implementation of such an evaluation system would enable the selection of the best manager at the community level and serve as a source of non-material motivation.
