THE AUTHORITY AS A REASON FOR THE PROGRESS OF CORRUPTION RISKS AND THE CONDITIONS FOR ITS PREVENTION

Abstract
Manifestations of corruption formed as a result of the use of administrative discretion are current even in developed democratic states, where officials of administrative bodies combine public positions with the realization of their own or other persons’ personal goals.
The purpose of the article is to reveal the manifestations of corruption using administrative discretion and to prevent them by possible means, neutralizing the emergence of deep psychological roots and changing the view formed in people’s consciousness that fighting corruption is pointless or ineffective.
In order to exclude corrupt goals of an official of an administrative body, as well as to prevent corruption, and effectively and efficiently combat it, the article presents situations that contribute to the emergence of corruption and methods for preventing them. In order to exclude possible causes of corruption, prerequisites presented in a discretionary administrative act have been developed, with the consistent implementation of which the administrative body will maximally exclude or avoid corruption.
In the article, we also refer to the need to develop a methodology for the use of discretionary powers, giving the definition of corruption from the point of view of the methodology, the factors considered as the basis for the implementation of its goals, encouraging the implementation of conscientious and responsible administration of the administrative body.
