THE DELEGATION OF STATE POWERS AS A SPECIAL FORM OF INTERACTION BETWEEN STATE AUTHORITY AND LOCAL SELF-GOVERNMENT BODIES: CONSTITUTIONAL-LEGAL ANALYSIS

Abstract
Within the scope of the research, the scientific approaches presented in the theoretical literature on the delegation of state powers as a special form of interaction between state power and local self-government bodies have become the subject of study. On the basis of the legal inquiries undertaken, the study uncovers the conceptual framework of the term ‘delegation of powers’ under contemporary legal doctrines, delineating its inherent legal attributes alongside the nature and content of the interplay between public authorities and local self-governments in the process of delegating authority.
The article discusses issues that have, to varying degrees, been reflected in the works of various authors; concurrently, however, it addresses fundamental questions within its scope that have not yet been the subject of a separate, comprehensive scientific discussion or legal research.
Based on the legal analyses conducted, generalizing the legal features characterizing the process of delegation of state powers, the aspects of the specific legal perception of the institution of delegation of state powers are comprehensively revealed.
The theoretical value and practical significance of this work lie in the formulation of unified judgments and perceptions surrounding the institution of the delegation of state powers, based on the research conducted.
