Abstract
The article conducted a proper legal comparative analysis of the common features and characteristics of Western European and Eastern European parliamentarism, noted that the degree of independence of Western European parliaments in the implementation of their main legislative function is relatively low, and vice versa, the influence of the executive power on the process of initiating and adopting bills is great. In article also is note that only in the sphere of US legislation is there no obvious dominance in favor of the president and his administration. In the article effective methods of pressure on Congress and congressmen have been developed, which have increasingly been used by Western European countries since World War II. It is about lobbying organizations that ensure the preparation and “adoption” in Congress of bills and decisions that are beneficial to one or another “interest group”.
