BASIC ISSUES OF ORGANIZING LOCAL SELF-GOVERNMENT AS AN EXAMPLE OF YEREVAN CITY

Abstract
The constitutional foundations of the institution of local self-government in the Republic of Armenia were laid by the adoption of the 1995 Constitution.
With the establishment of the new system of the administrative territorial structure of the country, as well as with the adoption of the RA Law “On Local Self-Government” in 1996, power decentralization took place in the Republic of Armenia, which provided the basis for the formation of local self-government.
Since these turning changes, the local self-government in Yerevan has also undergone key changes, starting with the status of Yerevan, ending with the electoral system of the council of elders and the mayor, and the relationship between their powers. Yerevan is a community with a special status, which is due to the exceptional role of the capital in the economic, political, socio-cultural life of the Republic of Armenia, as well as the high degree of concentration of the population.
On November 27, 2005 one of the main constitutional changes related to local self-government was the recognition of Yerevan as a community. As a result of the constitutional regulations, local elections were also held in Yerevan, which were organized for the first time on May 31, 2009 and in the field of self-government of the latter, unique conditions and principles were established, which were not typical of the self-government systems of the rest of Armenia’s communities. Similar changes in Yerevan’s self-government sector were due to the rapid pace of development of the capital, the need to increase the effectiveness of the formation and operation of the self-government system, and the importance of conducting a unified and effective policy in various fields.
